Plumbing rough-in and top-out inspection checklist

A plumbing rough-in (or top-out) inspection checks supply, drain, waste and vent piping before walls are covered, along with the pressure tests. This checklist covers the piping, DWV slope, vents, cleanouts and trap arms, the water and DWV test readings and how long they held, and stub-outs and valve labels.

What gets missed most

  • Drain lines without enough slope.
  • Cleanouts that won't be reachable once the walls close.
  • Missing nail plates where pipe runs near the face of a stud.
  • A test that wasn't held long enough, or wasn't written down.

This is a field checklist, not the code. Your inspector enforces the code and local amendments your jurisdiction has adopted.

Questions trades ask

What is plumbing top-out?

The stage when supply and DWV piping is roughed in through the walls and up through the roof, before insulation and drywall. Many inspectors call the inspection rough-in or top-out.

What pressure test does a plumbing rough-in need?

It depends on your local code and the piping: commonly a water or air test on the supply lines and a water or air test on the DWV. Record the pressure and how long it held.

What slope should a drain have?

1/4 inch per foot is typical for smaller drains and is this checklist's reference, but the required slope depends on pipe size and your adopted code.
